A woman was rescued from an apartment building in Dnipro, Ukraine on Sunday following a Russian missile strike, as the city’s mayor said he doubted additional survivors would be found.

“You saw that on the left side there’s a riser, where there where chances (of surviving the strike). Everything below is now like a layered cake, so I think there are no chances (of finding survivors),” he said.

Mayor Borys Filatov said he believed the number of dead would be in the dozens.

The Dnipro City Council has reported Sunday that the death toll had risen to 23, while 43 people had been reported missing.

The building was hit during a wave of Russian strike on Ukraine on Saturday, the latest in a series of attacks on critical Ukrainian infrastructure. Filatov said he believed the missile was likely aimed at a power station nearby.
