The Democratic Republic of the Congo’s army says it is attacking positions of the M23 armed group in the east, near the border with Rwanda. 
M23 is widely understood to be a proxy of Rwanda, although Rwanda denies it. Rights groups and people who fled say M23 rebels have executed, raped and tortured civilians in the areas it controls.
