Emergencies Act inquiry: RCMP commissioner Brenda Lucki, Mike Duheme testify | LIVE

CA, 15 Nov 2022
RCMP Commissioner Brenda Lucki and Deputy Commissioner for Federal Policing Mike Duheme are expected to testify Tuesday before the public inquiry probing the federal government's use of the Emergencies Act to end weeks of protests in the country's capital last winter.

The inquiry learned Monday that Liberal cabinet ministers deemed last winter’s “Freedom Convoy” protests a threat to national security, despite warnings from the federal intelligence agency that the threshold under the Canadian Security Intelligence Service (CSIS) Act was not met.

Prime Minister Justin Trudeau invoked the act on Feb. 14 after nearly three weeks of protests against COVID-19 restrictions that gridlocked downtown Ottawa and inspired border blockades elsewhere.

Emails tabled as evidence at the Public Order Emergency Commission had suggested that before the emergency declaration, Lucki felt not "all available tools" had been exhausted in the police response to the protests.

The commission, which is holding hearings in Ottawa until Nov. 25, is tasked with determining whether the government was justified in enacting the legislation.
