Russian President Vladimir Putin is "trying to use the winter as a weapon of war" against Ukraine, NATO Secretary-General Jens Stoltenberg said on Monday, adding more attacks on Ukraine's power grid and infrastructure were likely.

Speaking ahead of a meeting of NATO foreign ministers in Bucharest, Stoltenberg said he expected the need to help Ukraine with its air defence systems would be "one of the main messages" from the meeting.

Romanian President Klaus Iohannis said there was a need for further reinforcement of NATO's eastern flank, and he wanted the alliance to start drawing up "concrete plans" for where troops would be sent in the event of an attack in the region.

NATO foreign ministers will meet in Bucharest from November 29-30, with discussions focusing on Russia's war in Ukraine.
