1. Fresh from an unannounced visit to Ukraine, President Joe Biden rallied NATO allies in Poland, to demonstrate that the United States was squarely behind Ukraine and committed to bolstering the alliance's eastern flank.

2. Russian President Vladimir Putin delivered a nuclear warning to the West over Ukraine, suspending a landmark nuclear arms control treaty, announcing new strategic systems had been put on combat duty and warning that Moscow could resume nuclear tests.

3. Wisconsin voters will decide which state Supreme Court candidates will advance to an April election that carries profound consequences for abortion rights, control of the state government and the 2024 presidential election.

4. Six people were killed in the latest earthquake to strike the border region of Turkey and Syria, authorities said, two weeks after a massive quake killed more than 47,000 people and damaged or destroyed hundreds of thousands of homes.

5. U.S. Transportation Secretary Pete Buttigieg urged major railroads and Congress to take significant steps to boost train safety and said he would pursue new regulations without action by lawmakers after a toxic derailment in Ohio.
