Russia's defence ministry announced a ceasefire to allow civilians in the besieged port city of Mariupol and the town of Volnovakha to evacuate. FRANCE 24 military consultant Guillaume Lasconjarias comments on the ceasefire, saying Russian troops could "seize the cities by force, if not bomb and shell them" if all residents are gone.
