U.S. President Joe Biden reiterated on Monday that he wasn’t calling for a regime change in Russia after he said on Saturday that President Vladimir Putin "cannot remain in power."

He added he was expressing his moral outrage for Putin’s war against Russia and his personal feelings.

He also said he doesn’t intend to take back his comments, and that the U.S. does not intend to overthrow Putin’s regime.

Biden proposed $813 billion investment in the national defence sector in his 2023 budget proposal amid the Russian invasion of Ukraine.

The increased investment will see a 4.6 per cent pay raise for troops and the largest research and development budget in history.
