Shia Muslim cleric Moqtada al-Sadr, a foe of both Iranian and U.S. influence in Iraq, emerged as the biggest winner. According to Dr. Myriam Benraad, Professor of International Relations at Schiller International University, 'The Federal Supreme Court is attempting to reaffirm the sovereignty of Iraq, because most of these militias are backed by Iran.' Dr. Benraad also points to the 'struggle for the rule of law, which very few institutions have managed to maintain. So the Supreme Court is trying to endorse a ruling in this respect'.
