The European Union has proposed a complete ban on Russian oil imports by the end of this year because of the war in Ukraine.
European Commission President Ursula von der Leyen says it should be phased out to allow partners to find alternative supplies.
It would be a significant step for European countries that rely heavily on Russian energy.
