Japan seems to be whipped into a diplomatic frenzy. The country's new Prime Minister Fumio Kishida has been making visits to countries in Southeast Asia and Europe. At the same time, he is scheduled to meet with U.S. President Joe Biden and other leaders from the so-called Quad nations in Tokyo later in May. And the Japanese Ministry of Foreign Affairs just published a new version of its diplomatic bluebook, which emphasizes a stronger stance on several issues including its relationship with Russia. What does it all add up to? Does it all signify some grander plans?
